NPP spring budget submission 2024

The Treasury pays a heavy price for the Northern economy’s continued underperformance. Our analysis of ONS data has found that the North’s productivity is roughly 40% lower than that of London and the South East, with Northerners earning £8,400 less a year on average.

Our key asks for the Spring Budget 2024 include:

  1. Increasing funding for long-term disadvantaged pupils by £1,000 per pupil.
  1. Bolstering local government financing through a revaluation of all domestic properties in England in the immediate term and council tax reform in the long-term.
  2. Extending and deepening devolution, extending a single funding settlement to new Level 4 mayoralties. Metro mayors must also become more fiscally autonomous, with full business rates retention and the ability to introduce a tourism tax.
  3. Reforming our rigid fiscal rules to support long-term infrastructure investment.
